Volunteers of America provides a continuum of care for young men working to rebuild their lives.

CEO Golden State Works
is a multi-partner community funded project to reduce recidivism by offering comprehensive services leading to long-term, permanent employment for previous offenders returning to our community. By providing job and skills training, CEO- Golden State Works helps young men rebuild their lives, one step at a time.

The program provides job readiness training, paid transitional employment through CalTrans, and job placement. Golden State Works is patterned after nationally lauded CEO (Center for Employment Opportunity) which works with more than 500 employers and has placed more than 10,000 individuals in full time employment over the past decade.

The Crew Based Employment Program provides young men 18-35 gain job and life skills through a partnership with City of Oakland Parks and Recreation Department. Participants have the opportunity to rebuild their lives while providing valuable service to their community.


Parole Service Centers to help previous offenders transition from incarceration to living in the community. West House and Elsie Dunn programs are both Parole Service Centers offering onsite housing for recently released offenders, giving clients access to educational and employment training to bolster their ability at finding and keeping employment.

Project Choice provides newly released offenders with job skills, educational resources, housing assistance, and a variety of tools to aid in their reintegration into the community. By helping our clients find adequate employment and housing, together we are transforming our community into a safer, healthier place.
